It looks like two layers. It is one. A ribbed V-neck knit with a strip of leopard, plaid, stripe or plain white sewn in at the neckline, the cuffs and the hem, so you get the layered look without wearing a second top.
Cut loose through the body and long enough to cover the hips. Over leggings it reads as an outfit. Over jeans, the same.
